ليبيا المستقبل: بريطانيا اتُهِمت بإيواء مشتبه بارتكاب جرائم حرب بعد ان علمت الغارديان أن أعلى زعيم روحي في ليبيا، المفتي الشيخ صادق الغرياني متهم وراء قيادة وتسهيل سيطرة الإسلاميين على طرابلس من مكان إقامته في المملكة المتحدة.
في اليوم الذي أعلن فيه ديفيد كاميرون تدابير أكثر صرامة للتصدي لتهديدات الارهابيين، أكدت وزارة الخارجية البريطانية أن الغرياني يقيم في المملكة المتحدة، ويقوم بتشجيع أتباعه للاطاحة بالحكومة الليبية.
في وقت سابق من هذا الاسبوع، احتفل رجل الدين المتشدد باستيلاء ميليشيات فجر ليبيا الاسلامية على طرابلس بالقوة ودعا إلى توسيع نطاق التمرد باستخدام قناة تلفزيونية على الانترنت والمسجلة من قبل احد أعضاء أسرته المقربين من مدينة إكستر… أرسل الغرياني التهاني للمتشددين الإسلاميين بعد يوم من سقوط طرابلس عبر موقعه “التناصح” عبر الانترنت:”أهنئ الثوار على انتصارهم، واترحم على شهدائهم”
وجود الغرياني في بريطانيا يضع الحكومة البريطانية في حرج شديد اليوم بعد ما حذر رئيس الوزراء من “تهديد أكبر وأعمق لأمننا مما كان معروفاً من قبل” من المتطرفين الاسلاميين كما تم رفع مستوى التهديد الأمني من مرتفع الى عالي جداً.
الأمر المرجح أن يؤدي هذا الي توتر العلاقات مع واشنطن أيضا. ويفهم ان المسؤولون الأميركيون غاضبين باتخاذ الغرياني المملكة المتحدة كمنبر تحريضي له خصوصا بعد مدحه لجماعة أنصار الشريعة في شهر يونيو الماضي وهي الجماعة المتهمة من قبل الولايات المتحدة بمقتل سفيرها كريس ستيفنز في بنغازي في عام 2012.
يواجه الغرياني أيضا احتمال الخضوع تحت التحقيق حول الاشتباه في ارتكاب جرائم حرب بعد صدور قرار مجلس الأمن الدولي شديد اللهجة الذي يأمر بوقف إطلاق النار ويهدد بقوائم اتهام لأولئك المحرضين على العنف ايضا.
تعاني ليبيا من أسوأ احداث عنف منذ الإطاحة بالقذافي عام 2011 بعد ان اجتاحت قوات فجر ليبيا، وهو تحالف من القوى الاسلامية الى العاصمة الاسبوع الماضي وحرق المنازل، واعتقال المعارضين بعد ان فرت الحكومة إلى الأجزاء الشرقية من البلاد.
وقال وزير الهجرة في حكومة الظل، ديفيد هانسون: “انه لديه أسئلة جدية لوزير الداخلية للإجابة حول ما إذا كان شخص متهم بانتهاك قرار الامم المتحدة حول جرائم الحرب مقيم في هذا البلد، وكيف قررت وزارة الداخلية أن وجوده هنا يكون مفيداً لبريطانيا”.
وقال هانسون: توقيت تواجد الغرياني في بريطانيا هو نموذج اخر لفشل وزارة الداخلية بعدم تبادل المعلومات الاستخباراتية مع وزارة الخارجية وMI5. وأضاف: “بدلا من ذلك، هناك ادعاءات خطيرة جدا عن شخص تم إعطاءه الإذن لدخول البلاد ويحتاج وزير الداخلية لشرح كيف استطاع السفر الي هنا والاستمرار في التحريض على استمرار الأحداث في طرابلس.”
يقوم الغرياني ببث خطاباته لأنصاره من خلال موقع باللغة العربية الذي اسسه قريبه سهيل الغرياني في مجمع من الشقق الخاصة المتهالكة في إكستر، بجانب صالون لتسمير البشرة وعلى مسافة قصيرة من ملعب لكرة القدم “سانت جيمس بارك – إكستر سيتي”. لم يستجب الغرياني على طلبات الحصول على تعليقه.
في خطبة له في وقت سابق من هذا الأسبوع، دعا رجل الدين المتشدد لتوسيع نطاق التمرد العنيف في ليبيا وتشجيع “الثوار” لاستهداف البيضاء، حيث مقر الحكومة، وطبرق، حيث هرب البرلمان من العنف. “أدعو مدن مثل طبرق والبيضاء الذين قاموا بعمل مدهش في الثورة للانضمام الى اشقائهم الثوار في ليبيا في طريق موحدة” كما قال.
وفي تهديد مباشر إلى الغرب بعدم التدخل في أحدث اندلاع للعنف، بدا الغرياني للإشارة إلى قيادة المملكة المتحدة وفرنسا والولايات المتحدة عام 2011 لتدخل حلف الناتو في الثورة الليبية – عندما قال: “إن الدول التي ساعدت ثورة 17 فبراير… يجب أن تراهن على الشعب وليس على الحكام”.
احتج رئيس الوزراء الليبي، عبد الله آلثني، هذا الاسبوع ضد البث، متهما المفتي بإصدار “فتاوى مزورة”، ودعا البرلمان الى اقالة الغرياني من منصبه شبه التشريعي.
منذ تعيينه قبل عامين كان المفتي مثيرا للجدل في كثير من الأحيان مع انحيازه مع الفصائل الاسلامية المتطرفة ومع فتاويه بما في ذلك منع المرأة الليبية من الزواج من الأجانب ووقف استيراد الملابس الداخلية النسائية.
“المفتي دائما كان عنصرا هداما” هكذا قال حسن الأمين، وهو سياسي ليبي سابق فر الى بريطانيا بعد تلقيه تهديدات بالقتل من قبل الميليشيات… “يحرض هذا الرجل على هذه الأشياء من هنا في بريطانيا.”
وأكد متحدث باسم وزارة الخارجية على تواجد الغرياني في المملكة المتحدة: “لم نقم بدعوته وفهمنا انه هنا في زيارة خاصة”. وقالت وزارة الداخلية: “نحن لا نعلق عادة على الحالات الفردية لكن من الواضح أن أولئك الذين يسعون إلى تعزيز الكراهية أو الترويج للارهاب ليسوا موضع ترحيب في المملكة المتحدة وسنتخذ إجراءاتنا ضد أولئك الذين يمثلون تهديدا لمجتمعنا أو يسعون لتخريب قيمنا المشتركة. تخضع كل هذه الحالات تحت المراجعة من قبلنا “.

UK accused of harbouring Libyan cleric who helped aid Islamist insurgency

Britain has been accused of housing a possible war crimes suspect after the Guardian learned that Libya’s highest spiritual leader, the grand mufti Sheikh Sadik Al-Ghariani, helped orchestrate the Islamist takeover of Tripoli from the UK.
On a day when David Cameron announced tougher measures to tackle the threat from terrorists, the Foreign Office confirmed that Ghariani was residing in the UK, from where he is encouraging his followers to overthrow the Libyan government.
Earlier this week, the radical cleric celebrated the violent capture of Tripoli by Islamist militia force Libya Dawn and called for a widening of the rebellion using an online television channel registered by a close family relative in Exeter.
The day after Tripoli fell to the Islamist group Libya Dawn, Ghariani sent congratulations to the Islamist militants using his internet channel, Tanasuh: “I congratulate the revolutionaries in their victory, I give blessing to the martyrs,” he said.
Ghariani’s presence in Britain will prove acutely embarrassing for the government, emerging on the day the prime minister warned of a “greater and deeper threat to our security than we have known before” from Islamist extremists as the security threat level was raised from substantial to severe.
The matter is also likely to strain relations with Washington. American officials are understood to be furious that he has been allowed a pulpit to preach in the UK, particularly following his praise in June of the militant group Ansar Sharia, which the US blames for the killing of its ambassador Chris Stevens in Bengazi in 2012.
Ghariani is also facing a potential war crimes investigation after the UN security council this week issued a sharply worded resolution demanding a ceasefire and threatening indictments for those inciting the militancy.
Libya is enduring its worst violence since the 2011 overthrow of Muammar Gaddafi, after Libya Dawn, an alliance of Islamist forces, swept into the capital last week, burning homes and arresting opponents as the government fled to eastern parts of the country.
The shadow immigration minister, David Hanson, said: “The home secretary has serious questions to answer about whether someone whom it is alleged has breached a UN war crime resolution is resident in this country, and how the Home Office has decided that his presence here will be beneficial to the UK.”
Hanson said Ghariani’s time in Britain was a further illustration of the Home Office failing to share intelligence with the Foreign Office and MI5. He added: “Instead, there are very serious allegations about someone that has been given permission to enter the country and the home secretary needs to explain how he was able to travel here and continue to seemingly instigate action in Tripoli.”
Ghariani’s broadcasts are delivered to his supporters through an Arabic-language website set up by a close relative, Sohayl Elgariani, at a rundown block of private flats in Exeter, next to a tanning salon and a short walk from Exeter City’s football stadium St James Park. Elgariani failed to return requests for comment.
In a sermon earlier this week, the radical cleric called for a widening of the violent insurrection in Libya, encouraging “revolutionaries” to target Bayda, the home of the government, and Tobruk, where parliament has fled to. “I call on cities like Tobruk and Bayda who did amazing work in the revolution … to join their brother revolutionaries in Libya so that they have one united way,” he said.
In a direct threat to the west not to intervene in the latest outbreak of violence, Ghariani appeared to refer to the UK, France and the US – leaders in Nato’s 2011 intervention in the Libyan revolution – when he said: “The countries that helped the revolution of 17 February … your gamble must be with the people, not with the rulers.”
Libya’s prime minister, Abdulah al-Thinni, this week railed against the broadcast, accusing the grand mufti of issuing “false fatwas”, and urged parliament to sack Ghariani from his quasijudicial post.
Since being appointed two years ago, the mufti has often courted controversy, siding with radical Islamist factions and issuing fatwas including banning Libyan women from marrying foreigners and stopping the import of lingerie.
“The mufti has always been a disruptive element,” said Hassan el-Emin, a former Libyan politician who fled to Britain after receiving militia death threats. “This guy has been here in Britain inciting this kind of stuff.”
A Foreign Office spokesman confirmed that Ghariani was in the UK: “He wasn’t invited by us. Our understanding is it’s a private visit.”
The Home Office said: “We do not routinely comment on individual cases. But we are clear that those who seek to foster hatred or promote terrorism are not welcome in the United Kingdom. We will take action against those who represent to our society or seek to subvert our shared values. All cases are kept under review.”
