USA PARLIAMENT / International Parliament:اعلن وزير خارجية البرلمان الدولي وأمين عام المنظمة الاوروبية للامن والمعلومات الدكتور هيثم ابو سعيد أن مخزون الإرهاب الذي يقلقنا والغرب يكمن في ليبيا، وأضاف إلى أنها باتت تشكّل خطراً كبيراً على المستوى الأمن المجتمعي الإقليمي والدولي وأنّ الدول الغربية تنظر إلى هذه الآفة بشكل جدي وتعمل من أجل تطبيق فعلي لقرر الأمم المتحدة رقم 2199 في شباط 2015 والذي يقع تحت البند السابع وتبناه المجلس بكامل أعضائه الخمسة عشر (15). وأكّد الدكتور ابو سعيد إلى أنّ المجموعات المسلحة لما يُسمى بتنظيم الدولة الإسلامية ” داعش ” يقومان بالتوغل إلى مصر عن طريق القواعد الرئيسية لها في “طبرق” و “الكفرة” و “السلوم” و “منطقة القوس“. وإلى تونس عن طريق قواعدها في “زوارة” و “الحواش” و “نالوت“. وإلى الجزائر عن طريق محيط معبر “غدامس” و “تارات” ضمن المخطط التي رسمته هذه المجموعات من أجل زعزعة الأمن فيها والإستيلاء على مقدراتها لاحقاً، محمّلين أسلحة وقذائف خفيفة ومخدرات وبعض المواد المتفجّرة.
وهناك معلومات تشير إلى أن تلك المجموعات قد دخلت عن طريق لتلك البلدان (على غرار ما فعلت بسوريا والعراق) بجوازات لأسماء صحيحة لكن غير مطابقة لصورهم وتنتمي إلى جنسيات مختلفة (نيجيرية، سيراليونية، غانوية، سودانية، شيشانية، أفغانية، باكستانية وليبية) ويتنقلون بشكل مجموعات صغيرة.
ونبّه السفير أبو سعيد بعدم أخذ هذا القرار2199 على غرار القرارت السابقة 2170 و2178 التي لم يتمّ تطبيقها مما أعطى هامش كبير لتلك المجموعات المسلحة والدول الداعمة لها من التمادي في مستنقع القتل والإرهاب الفكري والجسدي. وطالب الدول التي أصدرت القرار الدولي 2199 إنشاء لجنة خبراء لمتابعة حيثيات القرار التطبيقية ورفع تقرير بهذا الشأن، حيث تبين أن هناك دول قامت بخرق فاضح له وخصوصاً الأحداث التي وقعت بداية في الجنوب السوري تحت مسمى ” عاصفة الجنوب ” في 25 حزيران 2015 ولاحقاً مطلع شهر تموز 2015 في الشمال السوري بعد فشل الحملة الأولى من قبل دول خليجية وإسلامية وغربية.

Int’l. Parliament: Takfiri groups entering Egypt and Tunisia and Algeria from Libya and breach of resolution 2199 from Syria

There is information indicating that those groups had entered by those countries (as it did Syria and Iraq) with passports valid names, but not their images belong to different nationalities (Nigeria, Sierra Leone, Ghanaians, Sudanese, Chechen, Afghan, Pakistani and Libyan) and moving in small groups.
Ambassador Abu Sa’id cautioned not to take this resolution 2199 similar to previous resolutions and that no 2176 2170 is applied giving a large margin of those armed groups and States that support them from indulging in murder and terrorism intellectual and physical. He called States which issued resolution 2199 create a Committee of experts to follow up on the merits of the resolution and submit a report thereon, So it turns out that there are States that have a flagrant violation of his particular events that occurred beginning in the South of Syria under the name “Southern Storm” on 25 June 2015 and later beginning July 2015 in the North of Syria after a failed first campaign by Gulf States, Islamic and Western.
